Heya mate...Here is ur answer..
In order to make law in india, you need to be part of the legislative ( elected representative in case of India). Becoming a part of legislative , either you can raise issues or take advice of beurocrates working under you in order to frame law.
Since to become an elected representative , you need to win election or you need to be chosen as member of RajyaSabha in order be a symbol of public support. So, it may prove to be diifucult task and hence you may opt for another method.
As a concious and informed citizen, you can go for formulation of law by modifying an existing one ( if you think it violates some part of constitution). Technically this is done by filing a PIL ( public interest litigation) in judiciary institutions( courts). This proved to be useful in past and usually practised by lawyers and activusts. Examples of such type of laws were PETA ban on Jallikattu ( initial judgement) and restricting politicians with criminal background to contest election. This method has one drawback that it cannot be done in every case and can be overturned if constitution is amended as in case of jallikattu by legistative body
