An atom is the smallest constituent unit of ordinary matter that has the properties of a chemical element.[1] Every solidliquidgas, and plasma is composed of neutral or ionized atoms. Atoms are very small; typical sizes are around 100 pm (a ten-billionth of a meter, in the short scale).

cell:the smallest structural and functional unit of an organism, which is typically microscopic and consists of cytoplasm and a nucleus enclosed in a membrane.
A cell is constituted of atoms.

therefore in terms of size we can say that a cell is bigger than an atom.
