first of all you have to make denominator same of both fractions

by multiplying 1st fraction by 9 i.e. 3×9/7×9 = 27/ 63

multiplying 2nd fraction by 7 i.e. 5×7/9×7 = 35/63

now by comparing both fractions we get 27/63 < 35/63

which means 3/7 < 5/9.
