Reports are created by administration and can be viewed by agents.
Using reports, you can monitor daily ticket activity, agent performance, compliance with your service level agreements, average resolution time and you can do lot more.
Reports are detailed snap shots of the collection of tickets within a time period.

here's your answer,
as I know, there is a option in all account to report the user so when we click that the id get reported but only moderators can delete the account, that depend on them that they will delete or not.
