the answer is simple here we have to apply the parallel axis shift theorem
rod moment of inertia about its centre is
ml^2/12
for one rod it should be at the extreme end so ml^2/12+ml^2/4 =ml^2/3
so the moment of inertia at the junction is ml^2/3+ml^2/12=5ml^2/12
