1. This happens because of a force called centrifugal force. The force applied by Harry to the bucket of water, there was other force, the centrifugal force that made the bucket to stay at one place

2. Harry will feel the bucket will be heavier when he is rotating it over his head since it produces an opposite force and also, the gravity will be acting downwards, making the bucket feel even more heavier

3. The whole bucket and the water in it it will fall on Harry, else, if he is in a safe place, it will fall on other's head, or by luck, it will fall down (It will fall down)
