Firstly take first inequality

x/3 + 7/3 ≥ -2/3

multiplying with 3 on both sides

x+7≥-2

x≥-9   ------>1

Secondly take second inequality

x/3 + 7/3 ≤ 23/3

multiplying with 3 on both sides

x + 7 ≤ 23

x ≤ 16 ------>2

common solution of first and second equation is

x ∈ [-9,16]
