Well this is a tricky question indeed,
In order to minimize pollutants, the company should follow all the four steps as mentioned in the question, but in order to get most out of the less, they probably should stop their company and hey we have far more construction companies.
This was a poor joke I know,
I think planting trees might sound satisfying.
