Solution:

 \sqrt{ \frac{a - 3x}{2x + b} }  =  \frac{1}{3}

by squaring both side we get,

 \frac{a - 3x}{2x + b}  =  \frac{1}{9}  \\  \\9( a - 3x )= 1(2x + b) \\  \\ 9a - 27x = 2x + b \\  \\  - 27x - 2x = b - 9a \\  \\  - 29x =  b - 9a \\  \\ x =  -  \frac{b - 9a}{29}
