I say 19 because he's cleaning 28 windows, and if he's cleaning 8 at a time then it will take him 6 minutes. so skip count by 8, 16, 24, 32. as you can see if you skip count by 8, you will not reach 28. So what you do is add 8 3 times, then after you add 8 3 times, you add one more number which is half of 8. 4!

So then skip count by 6 3 times, 6, 12, 18. once you did that add half of 6. 3!

Then once your done you end up with 19.

Oh, and by the way. If you want to know why you add 3 at the very end, its because when you skip counted by 8. 3 times, but then made the last number half of 8. 4. You were gonna have to do the same thing with the last 6.
