Use the ideal gas law in the form: p1V1/T1 = p2V2/T2, where the volume is assumed to be constant because of the cylinder, so V1 = V2.
p1 = 13.7 MPa; T1 = 23 + 273 = 296 K; p2 = ?; T2 = 450 +273 = 723 K
13.7 MPa/296 K = p2/723 K
p2 = 13.7 MPa(723 K)/296 K = 33.5 MPa
1 atm = 101.325 kPa = 0.101325 MPa
33.5 MPa(1 atm/0.101325 MPa) = 331 atm
