The quantiles of the data is calculated as

 0%  25%  50%  75% 100%  

 25   45   60   90  100

We can see that at 45 the percentage of data below or equal to 45 is

$\frac{3}{9} *100=33.33\%$.

We can see that at 35 the percentage of data below or equal to 35 is

$\frac{2}{9} *100=22.22\%$. 25% is between the above two values.

Since the first quartile is 25%,  it corresponds to 45.
