let the cost price = y and let selling price = x

initially

(x-y)/y = 0.12 --> x - 1.12y = 0 (1)

if selling price is rs3520 more

(x+3520-y)/y = 0.28

x-1.28y=-3520 (2)

solving equations for x and y we get cost price of the chains is rs22000
