according to the question,

volume of hemisphere = volume of cone

{2/3 πr^3 = 1/3 πr^h}

{2 × 14 × 14 × 14 = r^2 × 7}

{r^2 = 2 ×2 × 14 ×14}

r = √2×2 × 14×14

r = 2×14

\boxed{r\:= \:28\: cm}
