Henry's law is for Solubility of solutes in a solution. Solubility depends on concentration of the solute in the solution and on the partial vapor pressures of the gases above the solution.
Henry Solubility H_cp = c_a / p
c_a = concentration of solute
p = partial vapour pressure of that solute in vapour form above solution.
So Henry's law constant is = H_cp in moles/m³-atm =
Henry's law constant for O2 above water at 25 deg C = 0.0013 mole/Litre-atm.
