Because the people in the village will take effective actions to store and save the underground water than the people in cities....

And basically there are more trees in village when compared to cities....So the rainfall rate will be high when compared to cities....So there will be more underground water....So digging borewells deeply in village is not necessary!!!

in Towns and cities the water table has been depleted a lot due to much use of water and at very high rate in the contrast to the water. Seeps down and form groundwater whereas in villages it vice versa a lot of water seeps down to form gr groundwater and does not get depleted in such a great man and not on so large scale so we can say that in towns and cities vowels have to be dug deeper than in villages
