Many animals do, because body structures tend to develop in symmetry as embryos, and four limbs provides easy physical stability.

The tendency for cells to divide, from 1 to 2, 4, 8, 16, etc. continues in larger morphology as well. So, lots of body organs exist in pairs. Two legs works for some, like us, but it’s tricky for most animals to stand stabily on two legs. Three is an unlikely number of main limbs, even though it’s the smallest number needed to stand, since it’s not an even number.
