Hereditary ruling was followed during Ashoka's period. It was a method in which the region was ruled by the same generation for a long period of time. People had no role to play in that form of government.
But the present way of government is totally different from the previous one. Today we have a democratic form of government. The leader is selected by the people and he doesn't get the power hereditarily.It is the people who elect for him and they have the full power to change him too.
So the present from of ruling is entirely different from the previous way.
