In terms of chemistry, we define
Kinetic energy- energy due to the random movement of atoms and electrons.
Potential energy-energy due to the configuration of electrons or atoms.
All atoms have both potential and kinetic energy at any point.
The statement which you mentioned means that
If we keep cooling anything (Let's say a liquid)
it's atoms will loose KE and the liquid contracts.
Now when the liquid contracts , it's obvious that it's atoms will come closer.And we know that when atoms come closer, their potential energy increases.
But this stops at a particular temperate as the atoms cannot come more further.
Now on further compressing(cooling)it's potential energy starts to decrease.
