That is a good question.

But , this theory has a limitation.

Every number which can be written in the form of p/q will be rational on only certain conditions.

For eg :-  \frac{ \sqrt{3} }{2} is also an irrational number but can be demonstrated in the form of P/Q where Q is not = 0

Therefore,

It is not correct to say that every number which can be represented in the form of p/q is rational.
