Hey MATE!

Valency of Cobalt here is +3.

Therefore electronic configuration is :

[Ar]18 3d^6.

Electrons go in orbitals with lower energy and then enter higher energy orbitals.

According to CFT dxy ,dyz and dxz are at lower energy level and thus get filled quickly by electrons.

The dx^2 - y^2 and dz^2 are empty in Cobalt as they are at higher energy level and hence they would be facing the ligands to get lone pair electrons.
