Democracy is a system in the citizens are given primary attention.

Democracy is the system in which government is formed by citizens and it is formed for the welfare of citizens.

In many countries democracy is followed.

In democracy opinion of citizens is asked and laws are made according to them

But in big countries like India it is very see and follow such a large opinion.

Hence same opinions are grouped in same category.
