No difference in meaning. "Totally" is informal and "completely" is formal.

Q.2.

A machine is a device, they seem to be synonymous

A device is a machine, so they are pretty much the same thing, excepting some specific interpretations of the word (like “literary device” which is a thing specific to creative writing)

Q 2] Both are similar to each other. But one difference is there, that is a device is simple and cannot be complex but a machine can be simple as well as complex. Complex machine (e.g. - sewing machine).
