Concept:
First of all, we need to consider the charges to be point charges having insignificant dimensions.
Now field lines originating or coming to tge charge will be directed radially outwards or inwards depending on the sign of charge.
Since the field lines are radial in nature in 3D , we can say that Equipotential Surfaces will be concentric spheres having the charge at the centre.
For a positive Charge (q > 0) :
The field lines will be directed radially outwards.
For a negative charge (q < 0):
The field lines will be directed radially inwards.
