Atoms having four outermost electrons possess both positive and negative valency, and atoms having eight outermost electrons, valency will be zero . Elements like fluorine can reach the stable state by getting one electron. So that the valency of fluorine is 1

valency=8-number of electrons in valency shell(if valency shell having more than 4 electrons)thus oxygen valency is 2.fluorine has seven electrons so it's 1(8-7=1)
