it's because of the fact that the sound frequency of such noises are very high but a less than 20000 dB, which is the upper hearing limit of humans. Listening to such high pitch sounds triggers the primate instinct in us, which causes us to have goosebumps .(which served as a defence mechanism in earlier primates).

It's because the frequency of such voice are higher than desired to our body resulting shivering or goosebumps.
