THE ABOVE STATEMENT MEANS "they dissolves or dissociates complete into ions in their aqueous state or molten state".

AQUEOUS STATE OF ANY THING IS THE STATE IN WHICH THAT PARTICLE IS DISSOLVED IN WATER.

So, more easily, if I explain then : "THEY FORM IONS ALMOST COMPLETELY WHEN THEY ARE DISSOLVED IN WATER, THAT IS, IN THEIR AQUEOUS STATE."
