Probably the same reason you have a tail bone but no tail.
Some birds, including the ostrich, the emu, the cassowary and the kiwi bird have lost the ability to fly, but still retained a form of wings. Flightless birds around the world all probably trace their lineage back to a flying ancestor, but for whatever reason one branch of that bird’s evolutionary tree has evolved to lose the power of flight. These birds still possess rudimentary wings, but the wings are not sufficient to enable flight.
One possible reason for the devolution of flight would be a lack of ground predators. Flight requires a lot of energy and requires other body modifications to reduce weight and increase the strength of wings. If escape from ground predators is not such an issue, you may have an evolutionary advantage by growing stronger legs, a bigger beak or different internal organ structure, even if these things are not compatible with flight.
