Federalism : The system of government where there is two tires of government namely central and state government. In simple words the type of government where the power is in both central and state government. The concept of federalism was first started in America.

Federal government is better than the unitary government as the federal government is effective and efficient. The federal government reduce the conflicts. In in unitary government the power becomes despotic as the whole powers are vested with the centre. If the powers are divided among the central and state government then the both make their own decisions. India is a Quasi federal government that follows three tiers of government.

>> Belgium is an European country where there was unitary government but to solve the conflicts, Belgium adopted Federalism in 1993.

>> Through this federalism Belgium cleared the conflicts and became successful in democracy.

>> Whereas, Sri Lanka still follows unitary government where there are always conflicts.

>> The government makes the despotic descisions which always leads to civil wars.

Federal government is better than the unitary government because:-

➡◀In Unitary form of government, all the powers remain in the hand of central but in Federal form of government , power is distributed among state and local governments.

➡◀Having a constitution is not compulsory in Unitary government. Like England has not a constitution and France has constitution and both are unitary government. While in federal government, government must have a constituon.

This difference can be understood by the examples of Belgium and Sri Lanka. It is illustrated as follows :-

✳✔The Belgium leaders tried to solve the ethnic problem by respecting the feelings and interests of different communities and regions by establishing a Federal government whereas the Sri Lankan Government tried to solve the problem through Majoritarianism.

✳✔The solution made by Belgian Government helped in avoiding the Civil strife while the Majoritarianism in Sri Lanka led to the civil war.
