The most important use of the wheel is for farming. If you can’t use a wheel (or don’t have animals to make the wheels move) then you have to farm by hand which is incredibly time consuming. If the soil is not very fertile and you don’t have many other ressources (hunting, foraging), then it prevents you from developing a society with more than a handful of individuals.
Well obviously you can use animals without wheels for farming, but that prevents you from using some bigger tools.
Then wheel allows you to transport foods easier and use some power from water (to crush the wheat grains so you can have bread for example). Basically, wheels allows you to produce more food, and trade more efficiently. It’s like a robot today in a factory, you raise productivity. Everything can be done by humans, it is just done much faster, so these humans are free to do something else that machines can’t do (yet).
So I think the closest we can find to a life without wheel would be the natives in northern america. The indigenous people in America did not had any animal that could have been used for farming before europeans came. Which mean they had to do farming by hand . In North America this prevented them from urbanization, while central and south america was blessed with very fertile soil, and combined with terrace farming made food production enough to allow city building.
In Europe however, if you had no wheel it would have been impossible for civilization to raise. You would have small tribes hunting and foraging what could be.
So to reply to your question : it was a bit like north-american tribes lived before europeans came (actually worse because they had wheels, simply not powered by animals). 90% (95?) of your time is spent gathering food by hand through all possible means. Your tribe population limit was around 1000 individuals. You also had to protect your territory from other tribes, and if you don’t have enough food take it by force. Some specialists of native american tribes could probably explain better than me.
Then possibly a civilization that had more efficient farming (or horses) would come and subjugate you.
