Oh, and by the way, it doesn't really work very well in Belgium, but that's another matter...

The real answer to the question is that the institution of a federal state was the lesser of two evils: it was either that or the splitting of the country in the '60s or '70s. We chose to stay united on a federal basis, not because federalism seemed such a good idea, but:

to avoid pratical issues that would be consequences of a scission like e.g. what to do with Brussels?TPTB (the powers that be) wanted to stay united to be able to continue to dominate Flanders and continue the expansion French in Brussels and its surroundings.
