The bond angle of X-O-X will be determined by the repulsion of the lone pairs and the bonding pairs. The more lone pair -bond pair repulsion increases the more the bonding angle increases.

Hydrogen is the least electronegative.
Thus the bonding pair of the O-H bond will be closer to O, resulting in a higher electron density near O at the site of the bond. This increases the repulsion with the lone pairs in the outer shell of oxygen and thus increases the bond angle.
In F2O, F is the opposite:-F is very electronegative and thus the electron density of the O-F bond near O is less than that in O-H.
Thus the repulsion with the lone pairs of O is lower and the 2 lone pairs of O squeeze the two bonding pairs closer together and so the bond angle decreases. And that is why...
F2O < H2O
In the case of Cl2O, again O is more electronegative resulting in the increased electron density near the O atom leading to higher bond angle. But, it is even more than H2O due to large size of Cl and repulsion between lone pairs of Cl atom.
So, The correct order of these molecules according to their increasing order of bond angle would be =======> F2O < H2O < Cl2O
