 \frac{ {8}^{ - 4} }{ {2}^{ - 4} }  \\  =   {( \frac{8}{2} )}^{ - 4}  \\  =  {4}^{ - 4}  \\  =  \frac{1}{ {4}^{4} }  \\  =   \frac{1}{ ({ {2}^{2} )}^{4} }  \\  =  \frac{1}{ {2}^{8} }

\frac{ {8}^{ - 4} }{ {2}^{ - 4 } }  \\  =  {2}^{4}  \div  {8}^{4 } \\  =  \frac{ {2}^{4} }{ { {2}^{3} }^{4} }  \\  =  {2}^{4}  \div  {2}^{12}  \\  =  {2}^{4 - 12} \\ =  {2}^{ - 8}  \\  = >  \frac{1}{ {2}^{8} }
