Solution :-

Yes, India had been divided into 29 states but that was earlier. Now India has 28 states and two increased union territories that is 9 (earlier it was 7). Now we are given the qúestion that we have to divide India among 10 - 15 states. But firstly we need a strong basis on which we can divide the states. We can use Culture as the basis of this.

Why culture is basis of the new supposed division of country ?

We see that though India is said have to unity in diversity but still at many places cultural diversity don't exist. Opinion and views regarding culture of different communities often clash with each other. For example in current division the cultural differences in Nagaland and Arunachal Pradesh exist a lot because of inter - mixing of Indian and Tibetian Culture.

Since language differences are nearly overcome in current division so that cannot be exactly appropriate for a new one.

States on the basis of new division ?

1.) Jammu and Kashmir :: This state should be as it is and seperate because it has its own culture and traditions different from others. It would include present day Ladakh and other regions which were its part.

2.) Chatur Pradesh (a state comprised of four regions) :: This would include present day Manipur, Tripura, Mizoram and Nagaland. This is because the culture of these four states nearly are same with each other along with good tribal relationship which inhabit the place.

3.) North - East Queen :: This would mean the places rich in cultural traditions which would comprise present day Assam, Meghalaya, Arunachal Pradesh and Sikkim.

4.) Uttaran :: This means the states at the northern part with good traditions which would comprise states of Punjab and Haryana. Though langauge is not common here but cultural really matches of these places.

5.) Uttaranchal :: This is a quite familiar and older name of UP and Uttarakhand. But in this division it would consist present day Himachal Pradesh and Uttarakhand. This is because these both regions have a good common tradition.

6.) Deccan Kings :: This state would consist of present day Chattisgarh, Jharkhand and Bihar. This is because the language of this reason is quite common along with tribal traditions and culture. And this name suites it because of their deccan plateau.

7.) Central State :: This would consist of present day Madhya Pradesh and Uttar Pradesh. This is because langauge is quite same of these both states with a slight change in culture. Also these states are placed in centre of the county.

8.) Western Beauty :: This state would consist of present day Rajasthan and Gujarat. The reason because though language is different of these states but still culture is quite familiar and similar.

9.) Wave Rulers :: By name of this state you must have understood its meaning. This state would comprise of West Bengal and Orissa which are coastal regions though have little matching dressing and festivities.

10.) Maha Pradesh :: This means a big state. This state would include present day Maharashtra and Goa. This is because langauge is much different of these regions though culture like food styles, dressing, festivals, etc. are same.

11.) Dwi Rashtra :: This means a state made up of two major regions. It would comprise of modern day Telangana and Andhra Pradesh. These both states have nearly same language and even culture but due to administration purpose they are divided currently.

Now comes the twist. Rest all of the states have different cultures from each other but still some parts can be divided.

12.) Kannada :: This state would surely be present day Karnataka because this state has different language, culture and tradition from other else.

13.) Spice Bowl :: This is because Kerala is famius for its spices. From very ancient time its spices have the name and fame of being best. And yeah as guessed, this state would comprise of modern day Kerala and some nearby regions till Cardamom Hills.

14.) Tamil Rashtra :: By name itself you can make it out which state would it comprise. It will consist of modern day Tamilnadu and Pondicherry. The reason is that these both regions have similar language and culture which is different from other states.
