Now , there is a property of circles that

If you draw two tangents from an outside point , they are equal in length.

In the first circle, we can say that AC and AB are two tangents drawn from an outside point P .

This implies: AC=AB

BA=2.8 cm = AP............(1)

Similarly, for tge second circle , two tangents are AC and AB.

AC=AB= 2.8cm ...............(2)

Now BC= AC+ AB

By (1) & (2)

BC =5.6 cm
