because.. Inertial mass measures the resistance to the acceleration of the object ( F = ma) . but the gravitational mass shows the ability of the body to attracts other masses , for earth its the weight ( w =mg) . Einstein in his theory of general relativity , uses the equivalence principle, which assume that the two masses are equal . so the ratio is one ..
