Before coming out to any specific conclusion, first, let's understand the situation.
What is migration?
Well in our case, when people move from their native place to another place for better living conditions is known as migration.
What is the need for migration?
When people are not meeting their life expectations where they are currently living or working, creates the requirement for migration.
What are the advantages of the migration to the migrants?
→Migrants get the opportunity of better life and greater job pespectives. →Cities provide economic opportunities to the migrants.
→Migrants can now escape the domestic social and political situation of their native place.
→They now get better income and prospects for wealth creation.
→If they want to pursue some specialized education which was not available in their hometown, they can now continue.
→Sometimes racial and cultural parameters force them to migrate. Now they can live a free life independent of all the evil factors.
→Environment also plays a significant role in migration sometimes. People living in villages want to live in an environment which suits them.
→Now they can get better healthcare services than what they were getting in their village or hometown.
What are the disadvantages to the cities from the process of migration?
→The pressure of housing for all increases in cities after migration.
→Cases of theft and illegal activities increases in this uncontrolled environment.
→The government fund which was meant for the city now has to be divided into more number of people leaving fewer resources for the people living already in the cities.
→Healthcare system now have to also keep checking the health trend in the migrated community so that it does not affect the people residing in the cities.
→Proper education must be provided to the children of the migrant community so that they do not follow the illegal routes to lifestyle.
→As it was discussed earlier that people migrate for better employment opportunities, that means the city administration now have to create some more job opportunities in case of large migration trend.
Conclusion:
No, Migration should not be banned. Instead, the government should try to address the root causes of the migration.
Banning migration will create a temporary agitation among the people who requires this for their better life standards. What we and government should do is to create more job opportunities in the villages itself , so that the people need not to migrate to the cities. Generally migration is perceived negatively, with locals fearing loss of jobs to migrants and increased cost of services. But in many cases it has been found that the results are somewhat opposite.Migrants contribute to all levels of productivity at their destination city.
Migration is not the failure of the people. It is the failure of the government which failed to improve the living conditions of the villages.

Hey mate!
Here's your answer!!
Migration of people from villages and towns to cities should neither be banned nor condoned. The Government should allow migration of people from villages and towns in controlled manner. There should be proper migration policy and procedure. Migration should not be unplanned and haphazard.
What is happening at present is quite chaotic. Anyone who wishes just migrates to cities. This has caused many problems in the city. Problems such as pollution, begging, squalor, and the general unclenliness and hygiene have been the outcome of unplanned migration.
In metro cities such Delhi, Mumbai, Calcutta, Chennai, Bangalore, etc. the population has reached bursting levels. There is shortage of living space, drinking water, food stuff, etc. extremely poor people who migrate to cities, have made up makeshift colonies at places which should be unoccupied. In the absence of proper amenities, they contribute to increasing squalor in the city. They encroach on public places such as under bridges, along railway tracks or drainage system.
Unplanned migration has put undue pressure on the power grid; as a result there are frequent power-cuts. People, who don’t find employment, get involved in criminal activities also.
The need of the hour is to make a migration policy and implement it strictly. Otherwise our cities will become hell-holes!
