1.The Council shall, jointly with the European Parliament, exercise legislative and budgetary functions. It shall carry out policy-making and coordinating functions as laid down in the Treaties. The main functions of the Council of Ministers are underlined.
2.The Parliament keeps a day-to-day watch over the activities of the Executive. As ours is a parliamentary system of Government, the Executive is responsible to the Parliament for all acts of omissions and commissions. The
Parliament may remove a Cabinet out of power by a vote of no confidence. It may reject a bill or a budget proposal of the Cabinet.

In a parliamentary form of government,the principle of collective responsiblity is very important.It means that the Council of Ministers is collectively responsible to the Parliament.The policy of the government is not that of one Minister but of all ministers.If someone goes wrong with the policy of only one Minister,the whole Council of Ministers take the responsibility.
Now as I have not started this chapter in school,I don't have more knowledge
