For example, the western parts of India particularly Rajasthan and Gujarat have enormous potential for the development of wind and solar energy, but so far thses have bit been developed properly.

Potential resources are the resources which are not fully tapped. Potential resources are resources whose quantity is not known and are not used at present time. They are not fully developed so can't be used. For example Uranium in Ladakh etc.
