This is because when a man is walking, with each step he/she exerts pressure only on one foot. This increases pressure as we know that pressure is inversely proportional to pressure. This means that force acting on a smaller area is greater than that acting over a larger area. You realize that a when a man is standing, the force due to his body is shared between both feet while when walking, the force is exerted on only one foot. This is the reason for the higher pressure.
