Let g be the value of acceleration due to gravity at the surface of earth and g' at a height h above the surface of earth. ... This expression indicates that the acceleration due to gravitydecreases with altitude.

Yes. The strength of Earth’s gravitational field gets weaker as you move farther away from the Earth’s center. Near the surface, it is 9.8 m/s/s but that only works as a good approximation from about the depth of a mine to height at which airplanes fly. Outside of that, the value would increase or decrease to the point where that number would no longer be useful. You can determine the strength of the field at any distance using Newton’s law of gravitation.
