so potential energy of the electron is negative inside any atom. kinetic energy of electron electron. The electron also has kinetic energy. kinetic energy can never be negative because in kinetic energy expression we have squared of the velocity which is always positive and it is smaller in magnitude than the potential energy.

2) before the formation of an atom when nucleus and electron are at a distance of infinity, energy is zero. during formation of an atom electron moves towards nucleus therefore some work is done as a charged particle moves under the influence of another charged particle. to do that woek energy is consumed and when energy was zero it will be decreased to negative. hence electronic energy is negative.
