hey mate! here's your answer!
________________________

 {x}^{ -  \frac{7}{2} }  \times  2{x}^{ -  \frac{1}{2} }

when base are same , exonents add,

 =  >  2{x}^{ \frac{ - 7}{2}  + ( \frac{ - 1}{2})  }

 =  > 2 {x}^{ \frac{ - 7 - 1}{2} }

 =  > 2 {x}^{ \frac{ - 8}{2} }

here, -8 can be divided by 2 , so answer will be -4 after division,

 =  > 2 {x}^{ - 4}

since, exponent is negative, so it will divide,

 =  >  \frac{2}{ {x}^{4} }

hope you understood!

Solution:

 {x}^{ \frac{ - 7}{2} }  \times 2 {x}^{ \frac{ - 1}{2} }  \\  =  {x}^{ \frac{ - 7}{2} }  \times  \frac{2}{ {x}^{ \frac{1}{2} } }  \\  = 2 \times  {x}^{ \frac{ - 7}{2} -  \frac{1}{2}  }  \\  = 2 {x}^{ \frac{ - 8}{2} }  \\  = 2 {x}^{ - 4}
