Director of Photography: 

A cinematographer who is ultimately responsible for the process of recording a scene in the manner desired by the director. The Director of Photography has a number of possible duties: selection of film stock, cameras, and lenses; designing and selecting lighting, directing the gaffer's placement of lighting; shot composition (in consultation with the director); film developing and film printing.

Cinematographer:

A person with expertise in the art of capturing images either electronically or on film stock through the application of visual recording devices and the selection and arrangement of lighting. The chief cinematographer for a movie is called the director of photography.

The term 'cinematographer' is a catch-all term for anyone that uses a motion picture camera to create images. This covers a wide range of people and skillsets. You can have student cinematographers, amateur cinematographers, fine artists, experimental filmmakers who work alone, directors who have a photography background, all the way up to ASC members who shoot Hollywood blockbusters.

The term 'Director of Photography' refers specifically to a job position as head of the camera department on a particular project. Part of the job description includes prepping and scouting with the director during pre-production, shooting tests, hiring the key department heads under their supervision coordinating with other departments on scheduling, equipment, locations, set construction, set dressing, post-production and visual effects. Implied is experience in managing personnel, working out how to properly photograph certain looks and effects in coordination with other departments, establishing and protecting the look of a project while also protecting the vanity of leading actors, and most importantly staying on schedule and on budget.
