more than the actual height ,then only it can see that .

Here is your answer..

The fish see the bird away from the real distance or we can say as apparent.

Height is more than the real height , since the main reason for this is refraction.

Due to refraction of light the fish in the water sees the bird away from the real height of the bird sitting on the tree so the apparent height is more.
