when a horse cart seems to be rest there is a frictions force which works on it that state the position. Also the cart have some mass so it has some inertia. So in order to move the cart the hoses have to apply a pulling force which is equal to the sum of frictional force and the inertia of the body. That's why the cart starts moving. In this case as newton said about motion that every action has an equal and opposite reaction . So here we can easily observe that the force which is applied by horses is same as the force which is resisting the motion of cart in the form of opposite force.
