By having cool mind, it is very easy to solve this problem.

First take a paper and mark North , East, South, West in clockwise order starting from top. Mark point P in the center and draw one line towards east and label 2/3 km.

Then from same point without lifting pencil/pen go towards west, you observe that you are overlapping the previous line, this is correct. Hence you find direction is west.

To find distance, simply subtract 2/3 from 1 7/9 to get 1 1/9 km
