Since, the Base(3) is same both side

\implies so , we \: will\: equate\: the\: exponent.

hence

\implies x = 3/4

(3^{9}  \times 3 {}^{ - 5} ) {}^{x}  = 27 \\  \\⟹(3 {}^{9 + ( - 5)} ) {}^{x}  = 27 \\  \\⟹3 ^{(4 \times x)}  = 27 \\  \\ ⟹{3}^{4x}  =  {3}^{3}  \\  \\⟹ 4x = 3 \\  \\⟹x =  \frac{3}{4}

 \boxed{x =  \frac{4}{3} }
