The above statement is partially correct as the co-curricular activities become a distraction for students and block them from giving sufficient time to their subjects.
The students should be given fewer activities and tasks so that they can focus on their studies and board as well as exams preparation.
The extra activities should be given only once a month or twice depending upon the topics.
There should be provision for asking topics from students of the respective classes so to ensure ease and interest in the project or the respective activity.
There should be proper support from the respective teachers of that class for saving valuable time of students.

We can answer this in negative too.
