let p be other root of the quadratic

 {x}^{2} - qx + 10 = (x - 5)(x - p) = {x}^{2} - (5 + p)x + 5p
thus obviously p= 2
thus q= 7

put x = 5 in the equation
then
 {5 }^{2}  - 5q + 10 = 0
25+10 = 5q
35 = 5q
q =7
since this question has highest power equal to 2 so the order of equation is 2
